The Heavy Vehicle National Law (HVNL) explicitly places a primary duty on all parties in the chain of responsibility to ensure the safety of their transport activities.

Executive officers must exercise due diligence to ensure the legal entity complies with its safety duties. This means having the systems, procedures, and visibility to monitor operational risk in real-time. Ignorance is not a defence.
