About the 2026 Master Code

The NHVR 2026 Master Code is activity-based guidance describing 45 transport activities and ways to manage their risks. It does not create new legal obligations, it is not designed as an audit tool, and there is no NHVR-endorsed Master Code audit scheme or certification. We use it to inform sensible control choices for the activities relevant to you, not to promise blanket compliance.

What we help with

Fourteen areas of work, engaged individually or combined into a programme. Each describes the work and the outputs you keep.

Applying the 2026 NHVR Master Code

The 2026 Master Code is activity-based guidance covering 45 transport activities. It does not create new legal obligations and is not a checklist to certify against. We help you work out which activities your business actually performs, which hazards they carry, and which recognised controls are reasonable for your size and risk profile.

    • Activity relevance register
    • Control-selection rationale
    • Plain-English briefing for leaders
  2. 02

    Gap analysis

A structured comparison of what you do today against your Primary Duty and the guidance relevant to your activities. We review documents, interview role-holders and sample records, then rank gaps by safety risk rather than by paperwork volume.

    • Prioritised gap register
    • Risk-ranked action plan
    • Quick wins versus structural fixes
  3. 03

    Executive due diligence

Executive officers must take reasonable steps to ensure the business meets its safety duties. We help boards and executives understand transport hazards, verify resources are in place, and receive reporting that shows whether controls are working.

    • Due-diligence framework
    • Board reporting template
    • Executive briefing session
  4. 04

    Transport activity mapping

We trace freight from order to delivery, identifying every party and decision point that can influence speed, fatigue, mass, dimension, restraint and vehicle condition, including customers, consignors, loaders, schedulers and receivers.

    • End-to-end activity map
    • Party and influence register
    • Interface hotspots
  5. 05

    Risk assessments

Practical, site-specific risk assessments that identify hazards, evaluate existing controls and nominate reasonably practicable improvements, written so supervisors can use them, not just file them.

    • Risk register entries
    • Control owners and review dates
    • Residual risk ratings
  6. 06

    Policies and procedures

We draft or refine CoR policies, procedures, forms and work instructions that match how your operation really runs. Documents are concise, role-specific and linked to the records that prove they are followed.

    • Policy suite
    • Role-based procedures
    • Forms and record templates
  7. 07

    Contractor assurance

Design of prequalification, onboarding and ongoing monitoring for carriers and subcontractors: insurance, accreditation, licences, induction, performance and incident sharing, scaled to the risk each contractor presents.

    • Prequalification criteria
    • Contract CoR clauses guidance
    • Monitoring and review cycle
  8. 08

    Scheduling and dock delays

Unrealistic schedules and long waits at docks are well-known drivers of fatigue and speeding. We review booking systems, slot times, delay patterns and escalation so that commercial pressure does not push drivers outside safe limits.

    • Delay data review
    • Booking and escalation protocol
    • Customer-facing scheduling terms
  9. 09

    Warehouse, yard and TMP interfaces

Where heavy vehicles meet forklifts, pedestrians and loading teams, we review traffic management plans, exclusion zones, loading sign-off and handover points so restraint, mass and site safety controls connect.

    • TMP review notes
    • Loading and dispatch sign-off flow
    • Interface responsibilities

    Training matrices

We map required competencies to each role, from executives to loaders and drivers, identify refresher cycles and connect the matrix to evidence so you can show who was competent at the time of allocation.

    • Role-competency matrix
    • Refresher schedule
    • Evidence requirements

    COR SMS implementation

Configuration of the COR Safety Management System around your sites, roles, contractors and assets, with migration of existing records and coaching for administrators so the platform becomes the single place your evidence lives.

    • Configured tenant
    • Record migration plan
    • Administrator coaching
  12. 12

    Incidents and corrective actions

A workable process for reporting, investigating and learning from incidents and near misses, with corrective actions that have owners, due dates and closure evidence rather than open-ended intentions.

    • Incident procedure
    • Investigation template
    • Corrective action tracking
  13. 13

    Phased multi-site implementation

For national or multi-entity operators we stage work by risk: pilot at a representative site, refine, then roll out with local champions, consistent templates and group-level reporting.

    • Phased roadmap
    • Site readiness checks
    • Group roll-up reporting

Traffic Management Plan Development and Review

We develop or review site-specific Traffic Management Plans for workplaces where heavy vehicles, forklifts, workers and visitors interact. The work considers the site's layout and operating activities, then sets out practical controls for access, traffic flow, pedestrian separation, loading and unloading, reversing, speed, parking, visibility and emergency access. We consult with site representatives so proposed arrangements can be checked against how the site operates. Consultant-led TMP site work is AUD $2,200 + GST per consultant day (up to 8 hours), subject to an agreed site scope and estimated days. Travel, accommodation, engineering and specialist traffic design are quoted separately. A day rate does not promise a completed plan in one day or include software access. TMP creator software is AUD $499 + GST per organisation per year, billed annually. TMP inclusion in a wider CORSMS subscription is by separate agreement, not automatically included by tier. Where your agreement already includes TMP access, no additional standalone subscription is required.

    • Site-specific TMP and annotated layout
    • Vehicle and pedestrian movement controls
    • Risk and action register with responsibilities
    • Plan review and implementation recommendations

Where delay becomes fatigue

Dock queues and late slot changes ripple into driver hours. We look at booking data and escalation so receivers and schedulers share the load.

Where the yard meets the road

Traffic management plans, loading sign-off and handovers are where site safety and CoR controls must connect.

How an engagement runs

01

Scope

Conversation about activities, sites and priorities. We confirm what is in and out of scope in writing.

02

Discover

Document review, interviews, site walks and activity mapping.

03

Build

Controls, documents, matrices and system configuration designed with your people.

04

Embed

Training, coaching and a follow-up check that the changes are being used.

Pricing is scoped individually for each engagement. Travel and GST are agreed in advance. Consulting supports your safety management; it does not guarantee compliance or transfer your legal duties.
